I, as the submitting party, confirm that the details given in these forms are correct and that I, as the submitting party, have authority to submit these forms on behalf of those parties listed.
It is an offence for a person to knowingly or recklessly supply information which is false or misleading in a material respect to a collecting or charging authority in response to a requirement under the Community Infrastructure Levy Regulations (2010) as amended (Regulation 110, SI 2010/948). A person guilty of an offence under this regulation may face unlimited fines, two years imprisonment, or both.

Upon submission, all parties will be emailed copies of the forms as submitted for their records. This email is not an acknowledgement of receipt for the purposes of the CIL Regulations and it purely intended to inform you of successful submission. You must, per the CIL Regulations, await offical acknowledgement notices from Wokingham Borough Council before continuing otherwise you may be liable to surcharges.

CIL Forms Interface Help

This help section is designed to help you complete your CIL Forms submissions to Wokingham Borough Council.

For each stage of the process there is a help section below. Please choose the item from the below headings to see help for that part of the process.

Should you require further assistance, please contact Wokingham Borough Council. Contact details can be found under the "Contact" heading at the top of the page.

This system will send you a copy of the forms you submit as PDF files to the email addresses you provide in the party details section. These PDFs are for your records and do not need to be forwarded to Wokingham Borough Council as this system sends them the form data already.

To get started you will have the ability to navigate the upper menu and enter your planning reference number.

The upper menu will give you access to the "Help" section (you are here). Under "Contact" you will find contact details for Wokingham Borough Council and the "Change Application" option.
The "Change Application" option will allow you to reset your CIL Forms submission back to this starting page, any data entered into the system will be lost when you press this option and confirm the action.

To begin your submission, enter your Local Authority Planning Reference Number into the system and press the "Start Submission" button.

The parties system allows you to add as many parties to the submission as you like. These are your Liable Parties, Agents and other Interested/Revelent parties.
See the below image for features and their descriptions below.

1) Enter the party details into this section. The system requires a Full Name, Party Type (see below for details), Address, Email Address and Phone Number to be entered. The company details are optional.
2) If you have entered a party by mistake, you can delete that party by clicking on this button and it will remove the party from the list.
3) To add another party to the submission, press this button. To do this all existing parties must have all their required information completed first.
4) This button will save the parties list and take you to the next stage of your submission.

Party Types
Liable Party - These are parties that are assuming liability for CIL, or have previously done so.
Interested Party - These are parties that are not assuming liability but have an interest in the development/land. These may be Freeholders, Land Owners, Banks or Investors that request to be informed of the progress of the development.
Agent - For parties acting on behalf of their clients who are assuming liability.

This section allows you to populate information that is required by all forms. For each form selected later this data is used as required for the form.
The Submitting Party, Site Address and Development Proposal are required fields while Eastings and Northings are optional.

1) This dropdown selector allows the person who is entering this data to select themselves, see the image below for an example of that that may look like.
2) This field is for you to put the site address into. Providing this information helps the Authority to identify the site.
3) This field is for the proposal of the application. Providing this information helps the Authority to identify the planning application in instances that an incorrect planning reference is provided.
4) The sites Eastings and Northings can be provided here if known. This helps with site/application identification.

This section allows you to choose what forms you wish to submit to Wokingham Borough Council.
You can select any number of forms for the submission and breif description of the forms are below.

Form 1 - CIL Additional Information
- This form can be submitted along with any other forms to provide extra information to Wokingham Borough Council in relation to your application such as floorspaces notifying the authority that this is a S73 application or informing the authority that you will be submitting a claim for relief.
- This form provides a template for the submitting party to complete prior to submission.
Form 2 - Assumption of Liability
- This form must be submitted for all CIL Liable applications so that Wokingham Borough Council can correctly issue Liability Notices to the correct parties.
- This form is automatically populated by the details provided in the Parties section of the CIL Forms Interface if selected.
Form 3 - Withdrawal of Assumption of Liability
- This form is used if you wish to withdraw your assumption of liability prior to works commencing on site.
- This form will look for parties listed as Liable Parties in the Parties section and for each Liable Party found will allow you to select if they are withdrawing or retaining liability. If retained is selected they are not included as part of this forms submission.
Form 4 - Transfer of Assumed Liability
- This form allows you to transfer liability between two parties. The party transferring liability also withdraws their liability and the party recieving assumes liablity.
- This form looks for any parties marked as Liable Parties in the parties section. For each party it will allow the submitter to choose if the party is Transferring, Assuming or Retaining their liability. Parties marked as retaining liaiblity are not included as part of this forms submission.
Form 5 - Notice of Chargeable Development
- This form is for informing Wokingham Borough Council that you are going to be performing works on a site that does not require planning permission but would be CIL Liable.
- This form provides a template that must be filled in prior to submission.
Form 6 - Commencement Notice
- This form is used to notify Wokingham Borough Council that you intend to start works on site, triggering a Demand Notice for CIL. This form must be sent prior to the date of commencement.
- This form will ask you to select the party making this notification and the date of commencement.
Form 7 (Part 1) - Self Build Exemption Claim (Part 1)
- This form is used for parties who wish to claim a Self-Build Exemption from CIL. This form can support more than one Liable Party making a claim for relief at once.
- This form looks for any parties marked as Liable Parties from the parties section. For each liable party you will be able to state if the party is claiming an exemption. Parties marked as "No" will not be included as part of this forms submission.
Form 7 (Part 2) - Self Build Exemption Claim (Part 2)
- This form is for submitting evidence to Wokingham Borough Council at the time that your self-build property is completed. Evidence can be uploaded as part of the final submission process. This form can support more than one party submitting evidence at once.
- This form looks for any parties marked as Liable Parties from the parties section. For each liable party you will be able to state if the party is submitting evidence or not. Parties marked as not submitting evidence will not be included as part of this forms submission.
Form 8 - Residential Annex Exemption Claim
- This form is for claiming an exemption for a Residential Annex. This form can support more than one Liable Party making a claim for relief at once.
- This form looks for any parties marked as Liable Parties from the parties section. For each liable party you will be able to state if the party is claiming an exemption. Parties marked as "No" will not be included as part of this forms submission.
Form 9 - Residential Extension Exemption Claim
- This form is for claiming an exemption for a Residential Extension. This form can support more than one Liable Party making a claim for relief at once.
- This form looks for any parties marked as Liable Parties from the parties section. For each liable party you will be able to state if the party is claiming an exemption. Parties marked as "No" will not be included as part of this forms submission.
Form 10 - Charitable and/or Social Housing Relief Claim
- This form is for Further Chariable or Social Housing relief.
- This form has been broken into two seperate forms. One for claiming Social Housing Relief and one for claiming Charitable Relief. Each form supports only one claim per submission.
- This form provides a template that must be completed by the submitting party.
Form 11 - Exceptional Circumstances Relief Claim
- This form can be used to request Exceptional Circumstances Relief if offered by Wokingham Borough Council. This form supports only one claim per submission.
- This form provides a template that must be completed by the submitting party.
Form 12 - Further Charitable and/or Social Housing Relief Claim
- This form is for claiming Further Chariable or Social housing relief on S73 applications.
- This form has been broken into two seperate forms. One for Further Social Housing Relief claim and one for Further Charitable Relief claim. Each form supports only one claim per submission.
- This form provides a template that must be completed by the submitting party.
Form 13 - Further Exemption Claim
- This form is for claiming Further Exemptions for Self-Build, Annex and Extension relief on a S73 application. This form can support more than one Liable Party making a further claim for relief at once.
- This form looks for any parties marked as Liable Parties from the parties section. For each liable party you will be able to state if the party is claiming a further exemption. Parties marked as "No" will not be included as part of this forms submission.
Form 14 - Phase Credit Application
- This form is used where a Full planning application has approval for phasing and the relevant parties wish to credit a phase with money from another phase of the same application. This form supports one request per submission.
- This form provides a template that must be completed by the submitting party.

Entering the required data into the forms can be completed by working though the inputs provided for each form.

Some forms, such as Form 2, will pre-populate data for you. Other forms will just provide a template that needs to be filled in. The below outlines the types of input you may see using this system and how to use them:

Input boxes are for entering data such as references, values or other details.

Text Boxes are for entering more longer data such as descriptions or addresses.

Dropdown Selectors hold pre-defined responses for you to choose from.

Toggle Buttons are used to signify a Yes or No response to a question.
Click the icon to change its state (White means No, Coloured means Yes).

Date Selection boxes will ask you to select a date from the calendar that pops up when you click on the input. This ensures you enter dates in a valid format.

Before submitting your forms you will be asked to review your forms and upload any attachments you wish to send.

To start the Review process, press either of the Review Forms and Upload Files buttons. These are found under the form selection buttons or at the bottom of screen. Pressing this will open the review window.

1) This section is the declaration. By submitting the forms you are agreeing to this declaration and acknowledging the relevant reguations and conditions of submission.
2) This box will contain the list of forms you have selected for submission.
3) This will show the submitting party. This is the party agreeing to the above declaration.
4) This will show the current date for the purposes of form submission date. This date is attached to the forms when sent out to you via email.
5) This is the document upload area. Either click here to select files to upload or drag and drop files into the box from your computer. While files are uploading the submission button is disabled and message will show letting you know that files are uploading.
6) The submit button will ask you to confirm one final time that you wish to complete your submission and then submit your forms. The "Cancel" button will take you back to the form inputs.
